Catherine Jolibert is a Phd candidate at the Autonomous University of Barcelona. She is a PHD fellow in the Marie Curie Research Training network GoverNat. The project is on Multi-level Governance of Natural Resources: Tools and Processes for water and biodiversity in Europe. She holds a Masters degree in Evolution Biology and Ecology. She has professional experience as coordinator and writer at the French Institute for the Environment (IFEN), as project manager on the study of the impact of the December 1999 storms at the French Ministry of Environment, and as an undergraduate teacher of ecology fpr Nature Management and Protection.
Her Ph.D. research develops an interdisciplinary analysis of the contribution that stakeholder engagement processes in EU-funded biodiversity research projects make to the interface between science and policy. She uses some current and past EU research projects as study material (in particular: FRAP, EDIT, ALARM, EcoChange, SCALES, BioStrat/EPBRS). She is particularly interested in the design of stakeholder engagement processes in research and in using stakeholders' needs as a cornerstone of such designs. She focuses on the 'needs approach' and the stakeholders' strategies used to meet their needs. This approach allows to map and resolve environmental conflict, to co-construct sustainability scenarios, and to strengthen the bottom-up flow of knowledge, all of which potentially contributes to improving the biodiversity governance.

Publications

Santaoja, Minna, Treffny, Raphael, Mertens, Cordula and Jolibert, Catherine (2010; forthcoming).

The HERMIONE (Hotspot Ecosystem Research and Man's Impact on European Seas) project is a Collaborative Project funded under the European Commission's 7th Framework programme for research. It is designed to make a major advance in our knowledge of the functioning of deep-sea ecosystems and their contribution to the production of goods and services. This will be achieved through a highly interdisciplinary approach (including biologists, ecologists, microbiologists, biogeochemists, sedimentologists, physical oceanographers, modelers and socio-economists) that will integrate biodiversity, specific adaptions and biological capacity in the context of a wide range of highly vulnerable deep-sea habitats. Gaining this understanding is crucial, because these ecosystems are now being affected by climate change and impacted by man through fishing, resource extraction, seabed installations and pollution. To design and implement effective governance strategies and management plans we must understand the extent, natural dynamics and interconnection of ocean ecosystems and integrate socio-economic research with natural science.

HERMIONE study sites include the Arctic, North Atlantic and Mediterranean and cover a range of ecosystems including cold-water corals, canyons, cold and hot seeps, seamounts and open slopes and deep basins. The project will make strong connections between deep-sea science and user needs. HERMIONE will enhance the education and public perception of the deep-ocean issues through some of the major European aquaria. A major aim of the project is to create a platform for discussion between a range of stakeholders, and contribute to EU environmental policies.

HERMIONE started work on 1 April 2009 and will continue for the next 3 years. Our consortium comprises 38 partners across Europe, and includes leading experts in the fields of marine research and environmental socio-economics.

Median is a partner in HERMIONE. Sybille van den Hove is leading Work Package 6 'Socio-economics, governance and science-policy interfaces'. Rob Tinch and Emily Dolan are also involved in the project.

It therefore focused on the policy relevance and potential impact of the contractually requested deliverables rather than their scientific or technological aspects. The reviewer's role was:

•	to assess barriers and difficulties in implementing these policy interfaces;

•	to identify interesting policy interface processes that could be used in other projects in the future;

•	to reflect on the possible role the Commission could play in improving the interfaces.

The ways currently used by these projects to add value to the European Platform for Biodiversity Research Strategy (EPBRS) process and the policy-relevant recommendations it produces were also assessed. On this basis, a series of recommendations have been developed to enhance the policy impact of these and future projects in the EPBRS process.
